OURS TO KEEP | CELEBRATING 75 YEARS OF REGIONAL PARKS
A new exhibit is in place at the Contra Costa County History Center in Martinez. It features the history of the East Bay Regional Park District and will be open from January 20 to April 23, 2009 at the Center, 610 Main Street, Martinez. The center is open 9-4 Tuesday-Thursday. The phone number is 925-229-1042. The exhibit can be viewed from the sidewalk, with more to see inside.
The opening reception is Sat., Jan. 24 from 1-4 pm. The public is welcome.
Established in 1934, the Park District is celebrating its 75th anniversary this year making it the oldest and largest regional park district in the nation. It is currently nearly 100,000 acres in size and includes 65 regional parks and over 1,100 miles of trails throughout Alameda and Contra Costa counties.
Featured in the exhibit are artifacts from the history of various parks. There are items from the ranching and blacksmithing past (Las Trampas Wilderness, Briones, Morgan Territory), the Rose Hill Cemetery and coal and sand mines (Black Diamond Mines Regional Preserve), the Giant Powder Company (Point Pinole Regional Park), skulls from animals in the parks and fossils. Clothing worn by CCC workers in early park history (Tilden) and recent park uniforms will be shown.
Photographs taken by Bob Walker will be on display as will historic images from the District’s past.
Brochures, stewardship reports, master plans and campaign posters will be displayed. A timeline which traces the evolution of the regional park from its beginning in 1934 is particularly interesting.
The exhibit committee which put the display together includes: Jerry Kent, Beverly Lane, Traci Parent, Jeff Wilson, David Zuckermann, Carol Johnson and Betty Maffei. Many others from the District have contributed with ideas, energy and artifacts.

Former East Bay Regional Park District Board Member, John O’Donnell, dies
Oakland, CA - Former East Bay Regional Park District Board Member John O’Donnell passed away on November 28, 2008 at the Vineyard Retirement Home in Hesperia, CA. He was 81 years old. John represented Ward 3 (Hayward, Castro Valley, Union City and part of Fremont) from 1983 to 1994. He was a strong advocate for Native American culture and wildlife preservation and for the District’s Stewardship Department. John was a combat veteran flying jet fighters in Vietnam. He was also an author, publishing two novels. John also served as a board member and former president of the California Association of Park and Recreation Commissioners and Board Members. General Manager Pat O’Brien states, “John loved the Regional Park District and often expressed appreciation to the staff for their work. He will most certainly be missed by all of us.” The Board will close the meeting of January 13th in his memory.

2009 SUMMER JOBS FOR STUDENTS & SENIORS
GENERAL IN-PARK WORK
- Persons should be willing to work flexible schedules, up to 40 hours per week, including weekends and holidays. Additional information further down.
- These positions are intended for continuing high school/college students, and seniors.
- The ideal candidate will meet above requirements, and though not required, have a valid California Driver's License with motorized transportation available on a daily basis and some experience cashiering or otherwise serving the public.
- A high percentage of vacancies will occur in the Gate Attendant and Student Laborer job classifications and consideration for both positions are accommodated by just one application and interview process.
- On April 1, 2009; returnees from the 2008 season will be eligible to receive Step B of the salary schedule as indicated below.
- All new General In-Park workers will be required to attend a customer service training session.
- Pursuant to the Federal Immigration and Reform Act of 1986, applicants who are hired will be required to provide proof of identity and appropriate work authorization documents prior to commencement of employment.

Selection of title will be made based on qualifications, availability, the candidate's own preferences, and park needs. Duties of the Gate Attendant job will consist primarily of public contact and cashiering. Duties of the Student Laborer will be primarily unskilled labor in the parks, such as litter pick-up. All these titles, however, will be likely to do a mix of the above duties, as determined by individual park needs.

Selection Process
The application materials of all candidates will be reviewed by a screening panel to select the best qualified for testing. These candidates will be invited to participate in the examination process which will consist of a written test and an oral interview. Human Resources will establish a hiring list as a result of this examination process.
Important Dates

Preliminary results mail-out: Estimated the week of March 9, 2009. All those who apply will be notified by letter as to whether or not they will continue in theselection process. Some returnees, providing they meet certain requirements, will not need to compete in the interview process. Please DO NOT phone in unless you have not received your letter by March 20, 2009.

General Factors You Should Know
The following are general factors and considerations you should know about our "General In-Park Work" jobs. You should apply for these jobs ONLY if you can accept andadhere to all of the considerations below, which apply to new and returning workers.
A. CONDITION OF EMPLOYMENT: The individuals chosen for hire must be able to pass a background check of criminal records which may include fingerprinting.
B. AVAILABILITY: These jobs are not standard 9-5 Monday-Friday positions. They will generally require work on weekends, holidays, and sometimes early evenings. Some summer full-time positions may start in mid-April and continue through mid-October; hirees must be available essentially through the full time span. Other summer full-time positions may start mid-June through Labor Day. The ideal candidate will be available full-time in the summer, and weekends/school holidays in the spring and fall. It is extremely important that applicants list all intended leaves, such as vacations, summer school, sports practice, etc., on the application.
C. FLEXIBLE HOURS: These jobs are not necessarily 40 hours a week. Based on weather and park use, any given job on a given week might be staffed fewer hours, although usually jobs offered as full-time will not average fewer than 30 hours a week.
D. “General In-Park Work” jobs will be limited to working a maximum of 900 hours between July 1 through June 30 each year.
E. WORKERS UNDER 18 YEARS OF AGE must submit the following documents to the hiring Park Supervisor on or before the first day of work:

California Department of Education Form B1-1 entitled "Statement of Intent to Employ Minor and Request for Work Permit" must be completed. This form is available from the East Bay Regional Park District Human Resources Office. Student minors will need to have the form completed by their parent or legal guardian and then take it to their high school. If the student minor is eligible to work (according to school criteria, i.e., grades, attendance), the high school will issue a California Department of Education Form B1-4 entitled, “Permit to Employ and Work.” This is the form that must be provided to the Park Supervisor on or before the first day of work for those student minors who receive and accept a job offer.
- "Authorization for Consent to Treat Minor" Form. This form must be completed by the minor's parent or legal guardian. This form is also available from Human Resources.
F. TRANSPORTATION: Our parks are widely scattered throughout Alameda and Contra Costa Counties, and most jobs are not readily accessible by public transportation. These jobs require a reliable means to get to work, which generally means daily access to a car or other motorized vehicle. Be sure when you are specifying the parks you desire on your application form that you list ONLY parks for which you have a dependable means of transportation.
G. NOTE: Depending on park needs, hiring preference may be given to qualified candidates who are available for both full-time summer work and on the weekends and school holidays in the spring and fall.

About the Position
Under supervision, Lifeguard II and Lifeguard III positions act as assistant head or head lifeguard, respectively, and perform general supervision of Lifeguards and related administrative functions at a District aquatic facility. Essential functions include: performs the tasks necessary to supervise lifeguard personnel, and to promote public safety at an aquatic facility by lifeguarding. Determines work schedules; advises on employee performance evaluations; assists in the planning and conducting of lifeguard training sessions; expedites orders of material and equipment for their facility. Monitors activities in aquatic areas to prevent accidents: enforces regulations, cautions swimmers regarding unsafe swim areas, rescues swimmers in danger of drowning and administers first aid, maintains order in aquatic areas. Inspects facility for cleanliness, keeping aquatic area clean and free from hazards. Inspects and maintains equipment and materials in proper working order. Participates in training sessions. Takes reports from the public; fills out and reviews medical incident reports, training logs, and other forms and paperwork as required. Other tasks include: coordinates and instructs aquatic and safety programs as required; assists in water treatment. Lifeguard II provides a supplementary role to the Lifeguard III and assists with completing the above job tasks.
Minimum Qualification
- Must be 16 years of age or older, and
- A current "Cardio-Pulmonary Resuscitation For the Professional Rescuer" (CPR/FPR) Provider certificate from the American Red Cross or American Heart Association or its equivalent, and
- A current "Emergency Response" certificate from the American Red Cross or "Emergency Medical Technician" (EMT) certificate or its equivalent, and
- A current "Waterfront Lifeguarding" certificate from the American Red Cross or its equivalent, and
- One season's experience as a paid, full-time lifeguard in a facility equivalent to an East Bay Regional Park facility.
Desirable Qualifications
A current “CPR/AED For the Professional Rescuer” (CPR/FPR) Instructor certificate from the American Red Cross or its equivalent, a current "Water Safety Instructor" (WSI) certificate from the American Red Cross or its equivalent, a current “Waterfront Lifeguarding” Instructor certificate from the American Red Cross or its equivalent, and SCUBA certification by a nationally recognized certifying agency are highly desirable. Lifeguards earn additional pay for actual teaching hours worked.
Knowledge, Skills & Abilities
Knowledge of lifeguarding. Knowledge of correct English usage, including spelling, grammar and punctuation, sufficient to write accurate reports and forms. Ability to swim 550 yards (500 meters) over a measured course in ten minutes or less. Ability to operate and maintain lifesaving equipment. Ability to effectively teach aquatic and safety programs to varying age levels. Ability to proficiently direct emergency lifeguard response as prescribed by Aquatic management. Ability to walk, run, jump, climb, swim, dive, sit, lift and carry equipment weighing up to 60 pounds, lift overhead and balance equipment weighing up to 40 pounds, and work outdoors in the sun for prolonged periods of time. Ability to breath-hold dive to 15 feet and recover 150 pound person while wearing mask and fins in an open water environment. Ability to understand and apply District and department policies, procedures, protocols, and pertinent local and state regulations relating to lifeguard operations and emergency procedures. Ability to establish and maintain positive working relationships with those contacted in the course of work at all levels, including a culturally diverse public, with a focus on quality service to internal and external customers.

Conditions of Employment
Lifeguards are required to wear uniforms and may be required to work unusual hours, weekends and holidays. Individuals chosen for hire must be able to pass a medical examination, fingerprint background check and continuous skill audits. Lifeguards must participate in a minimum of 16 hours of formal rescue skills training per season. Lifeguards will be limited to 900 hours of work each fiscal year (July 1 through June 30). Lifeguards have limited representation by Local 2428, American Federation of State, County & Municipal Employees (AFSCME), AFL-CIO.

Vacancy Situation
The District expects to hire 21 Lifeguard II and III positions this summer season. The District will attempt to schedule Lifeguards according to their availability; however, preference will be given to applicants available to work full time throughout the season. All District aquatic facilities are open water areas with the exception of Roberts Pool, Contra Loma, and Diablo Foothills. A list of the aquatic facilities is listed below.
Special Assignment Interest
If you are interested in working at Roberts Pool or Contra Loma, it is highly recommended that you complete a Swim Lesson Instructor form. In order to be considered for work as a Junior Lifeguard Instructor, you must complete the Junior Lifeguard Instructor Interest form. In order to be considered for work as a Program Assistant , you must complete a Program Assistant form. These forms are provided below for your convenience.
Selection Process
The application materials and past District work performance of all returning lifeguard applicants will be reviewed by a screening panel to select the best qualified for employment. Previous employment or possession of the minimum requirements does not guarantee employment. The District reserves the right to be the sole selector of the candidate’s suitability as determined by the exams named. Lifeguard II/III candidates who have not previously been employed by the District, must successfully complete the District’s Lifeguard Academy (in addition to the application materials noted on this form, please complete the Lifeguard I [New] Supplemental Application form). The Human Resources Department will establish a hiring pool as a result of this selection process. Lifeguard II/III candidates for the 2009 season will be hired from this pool..
Lifeguard Check-in (Appointment required for all hired Lifeguards)
In order to work Spring Break, returning lifeguards must attend the Saturday, April 11, 2009, 9:00 AM Check-In Meeting at the Trudeau Center. For returning lifeguards not working spring break, check-in will be arranged by appointment with an Aquatic Supervisor.

The District expects to hire 80 or more returning Lifeguards this summer season. Lifeguards will be scheduled and assigned according to the District’s swim facility needs. All District aquatic facilities are open water areas with the exception of Roberts Pool, Contra Loma, and Diablo Foothills. The District’s aquatic facilities are listed below.
Special Assignment Interest
If you are interested in working at Roberts Pool or Contra Loma, it is highly recommended that you complete a Swim Lesson Instructor form. In order to be considered for work as a Junior Lifeguard Instructor, you must complete the Junior Lifeguard Instructor Interest form. In order to be considered for work as the Program Assistant, you must complete the Program Assistant form. These forms are provided below for your convenience.
Selection Process
The application materials and past District work performance of all returning lifeguard applicants will be reviewed by a screening panel to select the best qualified for employment. Previous employment or possession of the minimum requirements does not guarantee employment. The District reserves the right to be the sole selector of the candidate’s suitability as determined by the exams named. The Human Resources Department will establish a hiring pool as a result of this selection process. Returning lifeguards from the 2007 or 2008 season will be hired from this pool.
Lifeguard Check-in (Appointment required for all hired Lifeguards)
In order to work Spring break, returning lifeguards must attend the Saturday, March 22, 2008, 9:00 AM Check-In Meeting. For returning lifeguards not working Spring break, check-in will be arranged by appointment with an Aquatic Supervisor.

Lifeguard service generally runs from April through October. For more specific information regarding District swim facilities, please refer to the "Swimming" section of the District's website at http://www.ebparks.org/. About the Position
Under direct supervision, performs general lifeguard functions at a District aquatic facility. The essential functions include: performs the tasks necessary to promote public safety at an aquatic facility by lifeguarding. Monitors activities in aquatic areas to prevent accidents: enforces regulations, cautions swimmers regarding unsafe swim areas, rescues swimmers in danger of drowning and administers first aid, and maintains order in aquatic areas. Inspects facility for cleanliness, keeping aquatic area clean and free from hazards. Inspects and maintains equipment and materials in proper working order. Participates in training sessions. Takes reports from the public. Fills out medical incident reports, training logs, and other forms and paperwork as required. Other tasks include: instructs aquatic and safety programs, as required.
Minimum Qualification
Sixteen years of age or older (as of April 25, 2009 – first day of the Lifeguard Academy).
Desirable Qualifications
A current “Water Safety Instructor” (WSI) certificate and a “Cardio-Pulmonary Resuscitation For the Professional Rescuer” Instructor certificate from the American Red Cross or its equivalent, a current “Lifeguarding” Instructor certificate from the American Red Cross or its equivalent, and SCUBA certification by a nationally recognized certifying agency are highly desirable. Selection Process
The application materials of all candidates will be reviewed by a screening panel to select the best qualified for testing. These candidates will be invited to participate in the swim/physical test. The new lifeguard candidate swim test will be in this order: a rescue board carry, a surface dive/retrieval of ten pound object, underwater swim to retrieve 3 dive rings, 200 yard breaststroke, and a 550 yard swim in a heated pool. The candidates will then review their application materials with a department representative.
SWIM/PHYSICAL TEST DATES
There will be four dates available to test for new Lifeguard positions this year:
- Roberts Pool: Saturday, March 28, 2009 (9:00 a.m.), Saturday, April 4, 2009 (9:00 a.m.), Sunday, April 5, 2009 (9:00 a.m.), or Saturday, April 11, 2009 (4:30 p.m.), AND
- Granada High School (Swimming Pool): scheduled for Saturday, April 4, 2009 (9:00 a.m.)
The Human Resources Department will establish a hiring pool as a result of this selection process. Based on the swim/physical test and application materials, approximately the top 40 new lifeguard candidates will be hired provisionally and paid to attend the Lifeguard Academy. The District reserves the right to be the sole selector of the candidate’s suitability as determined by the exams named. Pursuant to the Federal Immigration and Reform Act of 1986, applicants who are hired will be required to provide proof of identity and appropriate work authorization documents prior to employment.
2009 Lifeguard Academy
New Lifeguard candidates are required to participate in the Lifeguard Academy. Upon successful completion of the Lifeguard Academy, continued employment as a Lifeguard will be conditional based on District need. The following American Red Cross certificates will be awarded upon passing the provisional hire status: CPR/AED for Lifeguards, First Aid, and Waterfront Lifeguarding.
ACADEMY DATES: April 25, 26, and May 2, 3, 9, 10, 16, and 17; from 8:30 a.m. to 5:00 p.m.; and 2 additional training days to be completed by June 14 at an assigned facility.
